The three items I want to focus on:
- Fiscal Stability
I will ensure the fiscal stability of the City both now and into the future. For the last 39 years I have examined the business processes of local governments throughout Florida. I have brought improved efficiencies and lowered the cost of operations in Cities ranging in size from Vero Beach to Miami and Counties from Hendry to consolidated Jacksonville Duval County. Most recently, in 1994, I began a study of the Palm Beach County Property Appraiser's Office. The resulting changes to the business processes and automated systems have enabled this office to increase their workload from 450,000 parcels to 625,000 parcels while maintaining a staff of 270. This represents a 38.89% increase in workload with no increase in staff.
- Ethics Reform
I will work to strengthen the process of Ethics reform and the restoration of Public Trust to unite our Commission and bring our citizens together in support of their Government. I will ask my fellow Commissioners to join me in requiring that all persons who lobby any office of the City of Delray to register each year as is already required in Palm Beach County and the State of Florida. I will continue the process of disclosure by all Commissioners on any conflict. I will also ask my fellow commissioners to join me in appointing a Citizens Task Force on Ethics.
- Enhance and Protect Government Services
I will protect and preserve essential services. With the likelihood of more and deeper budget cuts I will make Police, Fire, EMS and Code Enforcement top budget priorities and work with the City Management team in prioritizing all other services.
